AODA compliance report 2026: what it means for your website

Ontario businesses and non-profits with 20 or more employees must file an accessibility compliance report by December 31, 2026. This page explains what that report asks about your website, and what an audit can and cannot show.

BEP Inc. is an independent company, not part of the Government of Ontario and not approved by it. The province says: “The Ministry for Seniors and Accessibility and the Government of Ontario do not endorse or recommend any accessibility consultant(s)”.

Who files, and when

If your business or non-profit has 20 or more employees in Ontario, you file an accessibility compliance report every three years. The current deadline is December 31, 2026. You file it yourself, online, in the province’s Accessibility Compliance Reporting Portal, and a senior officer of your organization certifies that it is complete and accurate. Read the province’s page on completing your report.

Designated public sector organizations report every two years, on a different schedule, and their last deadline was December 31, 2025.

The province does not require an audit to file.

What the website rule says

Section 14 of Ontario Regulation 191/11 is the website rule. It applies to large organizations, meaning 50 or more employees in Ontario, and to designated public sector organizations, subject to the exceptions in the regulation. Since January 1, 2021, their public websites and web content must conform with WCAG 2.0 Level AA, except for two success criteria: 1.2.4 Captions (Live) and 1.2.5 Audio Descriptions (Pre-recorded). Read the regulation.

If you have fewer than 50 employees in Ontario, section 14 does not apply to you. You still file the report if you have 20 or more. Other parts of the regulation may apply, such as providing information in an accessible format when someone asks (section 12). You do not need a website audit to file.

What a BEP Inc. audit gives the person who signs

Scanned, then tested by us on mobile and desktop. The report then reads every finding against the WCAG 2.0 Level A and AA list that section 14 names. It shows what fails, what to fix first, and what is left to confirm.

  • Each failure, where it is, who it affects and how to fix it.
  • Every criterion section 14 names, and what the audit shows for it. Where the audit cannot vouch for a criterion either way, it says so rather than guessing.
  • A plain statement for the officer who certifies your report. It is evidence, not a certification.

Your report arrives within seven business days. BEP Inc. does not file your report for you.
